For Nachos, combine oil, lime juice and spices in a bowl. Add turkey, green pepper and onion. Pour mixture into a re-sealable plastic food bag. Marinate in refrigerator 1 hour, turning occasionally.
Heat a large skillet on medium-high heat. Add the marinated mixture. Cook and stir 3 to 5 minutes or until turkey is heated through and vegetables are tender-crisp.
Meanwhile, for the Queso Salsa, combine the cheese, salsa, paprika, hot pepper sauce and garlic powder in a bowl.
Bring the evaporated milk to a simmer in a medium size saucepan on medium heat. Stir in the cheese mixture. Simmer until the cheese is melted, stirring frequently. Keep warm.
Place the warm tortilla chips on a large serving platter. Spoon the hot turkey mixture evenly over the chips. Top with the Queso Salsa. Sprinkle with cilantro, green onions and tomatoes. Top with sour cream.
